Jose Manuel Agrelo holds an Engineering  in Telecommunication degree from the Autonomous University of Madrid, with 4 years of experience in the cybersecurity area specializing in Pentesting with certifications such as CEH and OSCP. ISDEFE Engineer, currently assigned to the ESP Joint Cyber Defense Command. Throughout his career he has participated in different projects in the field of cybersecurity and pentesting. He participates on a regular basis in national Cyber-exercises, such as Cyber-Bastion, and international ones, most of them carried out by the NATO Cyber Defense Center of Excellence (CCD-CoE).

Manuel Álvarez-Campana Fernández-Corredor
University Professor. School of Telecommunications Engineering (ETSI).Universidad Politécnica of Madrid (UPM).

Doctor of Telecommunications Engineering. Professor of the University of the Department of Engineering of Telematic Systems, where he has been teaching and researching since 1989. He has extensive experience in the field of Mobile Communications Networks, Virtualization of Networks and Services, and Data Analytics and Visualization. His main current lines of work are Cybersecurity, the Internet of Things and Smart Cities.

Miguel Ángel Sicilia
University Professor. University of Alcalá de Henares (Madrid)

Miguel-Ángel Sicilia is a Computer Engineer from the Pontifical University of Salamanca and Ph.D. from the Carlos III University of Madrid. He has a Master's Degree in Biostatistics and Bioinformatics UOC / UB. He is currently a Professor at the University of Alcalá and directs an interdisciplinary doctorate at the same University, where he coordinates graduate programs in Big Data, Data Science, blockchain and IoT.

His research interests are currently focused on data mining and machine learning applied to different areas, including cybersecurity, and he has been a principal investigator in that area in the PREDECIBLE project where Big Data techniques were applied to cyberdefense. He is currently editor-in-chief of Emerald's Data Technologies and Applications magazine.

Jori Arvonen
Steering Board Chairman of the Centre of Excellence for Countering Hybrid Threats

State Under-Secretary Jori Arvonen took over his current position as the Deputy Head of the Government Secretariat for EU Affairs in July 2011.

The Government Secretariat for EU Affairs coordinates EU-policy of the Finnish Government. It is responsible for institutional questions, treaty changes and general development of the EU. A key task of the Secretariat is to assist the Prime Minister who leads EU-policy in Finland and represents the country at the European Council.

While sharing the overall responsibility of coordinating all EU affairs with State Secretary Kare Halonen, Mr. Arvonen´s specific responsibilities cover a number of policy areas from coordination of Coreper 1 issues such as internal markets, competition, traffic, environment and energy to common foreign and security policy. While Finland plays an active role in the development of EU's defence cooperation, Mr. Arvonen chairs meetings bringing together representatives from the Ministry of Defence and the Ministry for Foreign Affairs.

Mr. Arvonen is Chairman of the Steering Board of the European Centre of Excellence for Countering Hybrid Threats. The Centre brings together EU member states and NATO allies from 14 countries. The Centre has been operational since September 2017.
Before joining the Prime Minister's Office Mr. Arvonen served the Finnish Government as the Senior Political Adviser to Foreign Minister Alexander Stubb.

Mr. Arvonen was born on February 20th 1969. He has a Masters degree in political science.

National Centre of Excelence in Cybersecurity Director

Enrique Avila has a Law Degree from the Complutense University of Madrid. University Specialist in Intelligence Services. Master´s degree in Digital Evidence and fight against Cybercrime. Lecturer in the following Master´s programme: Master of ICT Security of the European University of Madrid, Master in Digital Evidence and fight against Cybercrime of the UAM and Master of Cyberdefense and Cybersecurity of the School of War of Colombia. He is a researcher at the Institute of Forensic Sciences and Security of the Autonomous University of Madrid. He has held the post of Deputy Director of the School of Economic Intelligence. He is currently Director of the National Center of Excellence in Cybersecurity and Head of the Information Security Area of the Technological Innovation and Information Security Service of the Civil Guard.

Enrique Avila is a member of the Order of Merit of the Civil Guard and he holds the White Merit Cross.

Expert in Cybersecurity. NATO Cooperative Cyber Defence Centre of Excellence ((NATO CCD COE)

Sandra is a Telecommunications Engineer with postgraduate Master's Degrees in both Telecommunications Engineering and Information and Computer Systems Security/Information Assurance, from the European University of Madrid.  She also has several technical certifications including OSCP, CEH, CSFI-DCOE, and ITIL.

With 10 years of experience in the field of cyber security, Sandra is currently a technical researcher at CCDCOE and part of the Joint Spanish Cyber Command at the Spanish Ministry of Defence with ISDEFE.  Throughout her career, she has led several projects in the field of cybersecurity and pentesting, both nationally and internationally, covering design, development and execution of the project.  Sandra is a regular participant in various international Cyber Exercises, including as Locked Shields, Crossed Swords, Cyber Coalition and Cyber Europe, and has technically led the first national Cyber Exercises in the Joint Spanish Cyber Command.  She is also a speaker at conferences related to Cyber Security and a Professor of Master of Digital Evidence Analysis and Fight against Cybercrime at the 'Universidad Autónoma de Madrid'.

Sandra is also a member of #SomosMujeresTech (WeAreTechWomen) group, which aims to promote the visibility of women in leadership positions within the world of the technology and innovation sectors.

Javier Candau
Head of Cybersecurity branch of the National Cryptologic Center

Artillery Lieutenant Colonel. Industrial Engineer specializing in electronics and automation. Cryptologist specialist. He has several certifications on ICT security (ISS, SANS, CRAMM, INAP Audit Course, CCN-STIC courses ... etc.).

His activity tasks are the training of specialized security personnel in the Administration, the development of CCN regulations (development of policies, guidelines and ICT security guidelines for Public Administration - CCN-STIC Series), the development of the risk analysis tool (PILAR), the supervision of systems accreditation and the performance of security audits as well as all the actions derived from the NATIONAL SECURITY SCHEME (ENS).

He has more than 19 years of experience in all these areas.

He is in charge of the responsiveness to Government Incidents (CCN-CERT www.ccn-cert.cni.es).

Joaquín Castellón Moreno
Operational Director, National Security Department. Cabinet of the Presidency of the Government

Joaquín Castellón Moreno joined the Department of National Security of the Presidency of the Government at the time of its creation, in the summer of 2012, where he currently holds the position of Operational Director.

During this time he has coordinated the Technical Commission that prepared the National Security Strategy 2013 and the work of preparing the National Cybersecurity Strategy, the National Maritime Security Strategy and the National Energy Security Strategy.

He is also a member of the National Council of Cybersecurity and the National Maritime Safety Council. He has coordinated the Technical Commission responsible for the drafting of the National Security Law promulgated in 2015.

He has participated in the elaboration of the "National Cybersecurity Plan" and the subsequent action plans. He is currently a member of the Board of Directors of the European Network and the Information Security Agency (ENISA). In addition, he is part of the working group responsible for the national transposition of the NIS Directive.

Since the beginning of 2017, it has also been coordinating the work of the 2017 National Security Strategy, which was approved by the Council of Ministers by Royal Decree on December 1.

He is commander at Spanish Navy and among others; he has been assigned to aboard Fleet units, the Navy Staff, the Ministry of Defence and the Spanish Institute for Strategic Studies.

Enrique Cubeiro Cabello
Navy Captain. Chief of Operations ESP Joint Cyber Command (MCCD)

Captain Enrique Cubeiro was born in Madrid; he joined the Navy in 1981 and was promoted to his current post in July 2013.

Throughout his career, he has occupied various posts in the structure of the Navy, including the command of the ships "Bergantín", "Serviola" and "Patiño"; He has participated in numerous operations, including Operation "Sharp Guard" for the embargo on the former Yugoslavia, "Active Endeavor" of NATO to prevent the movement of terrorists and weapons of mass destruction in the Mediterranean, and, most recently, Operation Atalanta of the European Union for the fight against piracy in the Indian Ocean. During his command of the ship Patiño in this last operation, the arrest of the first pirates and their trial and conviction in Spain for the crime of piracy took place. He has more than 2000 sea days.

He is a Communications Specialist, a graduate of the Armed Forces Staff Course and has a master's degree in Cyberdefense from the University of Alcalá de Henares.

He has got in 2002 the "Defense Award", in the form of Research Works developed by concurrent courses of High Military Studies for its monograph "Command and Control Systems, a historical-prospective vision" and "Alvaro de Bazán" Prize in the years 2012 and 2014 by articles published in the General Magazine of the Spanish Navy on piracy in Somalia and Cyberdefense, respectively.

Since September 2013, he is the Chief of Operations of the Joint Cyber ​​Defense Command. In this post he has held positions of chairman and representative of the Ministry of Defense in different interministerial Working Groups responsible for developing several lines of action of the National Strategies of Maritime Security and Cybersecurity.

He is married and he has a daughter.

José De La Peña Muñoz
SIC Magazine Director

José de la Peña Muñoz holds a degree in Information Sciences, in its branch of Journalism from the Complutense University of Madrid. Since 1992, he is Director of the Spanish magazine Revista SIC and Co-Director of Securmática’s Organization Team, a Global Congress on Cybersecurity, Information Security and Privacy, and Co-Director of the Organization Team, as well, of the training and upgrading monographic seminars on management and technical cybersecurity: Respuestas SIC, Espacio tiSec, IdentiSIC and Tendencias SIC. De la Peña is an analyst and consultant on cyber security, information security, privacy and technology risks, and has participated as a speaker at numerous courses, congress and at national and international seminars and, as a teacher, in several specialized master's degrees.

Alan Denilson Lima Costa
Brigadier General. Chief of the Cyber Defence Center of Brazil

Signal Officer graduated from the Military Academy at "das Agulhas Negras" in 1987. Throughout his military career he has been an instructor at the Military Academy das Agulhas Negras. He has also been Commander of the 4th Intelligence Company (Manaus / AM) and Commander of the Electronic Warfare Instruction Center (Brasília / DF).

He attended the Command and Staff course at the Escola de Comando e Estado-Maior do Exército (ECEME) of Brazil and at the War College of the Army of Peru.

He was a human rights military observer for the United Nations Mission in Guatemala. He was professor at the War College of the Army of Peru . He holds a diploma in Security, Defense and Integration from the Institute of National Defense Studies of Venezuela.

Since 2010 he is dedicated to the implementation of the cybernetic sector in the Brazilian Army and in the National Defense.

He became Brigadier General in March 2018 and then he was appointed Head of the Cyber Defense Center, an operative body of the Brazilian Cyber Defense Command.

He studied law at the Universities of Valladolid and the Autonomous University of Madrid, for which he received the title of Bachelor in June 1981, later entering, by public examination, in the Legal Corps of the Navy in December 1982. He has also conducted studies of Bachelor of Political Science at the UNED, and a Diploma in Social Communication at the School of Information Sciences at the Complutense University of Madrid. He also has the Diploma in International Military Law and owns a degree of Master in Security and Defence from the Complutense University of Madrid. He has also completed the Advanced Course on Law of Armed Conflict at the International Institute of Humanitarian Law in San Remo (Italy), with whom he works regularly as a teacher.

He was promoted to General Auditor in May 2017 serving as a member of the Central Military Court.

General Auditor DOMINGUEZ BASCOY has experience in the international arena that comes mainly for having occupied (in 2002 and 2004) the post of Legal Adviser to the Joint Command Headquarters Southwest Subregional NATO; their participation as General Advisor of the Naval Component in various exercises of the NATO Response Force and his participation, between November 2010 and April 2011, as Legal Advisor of the Naval Force of the Union European Headquarters deployed in the Indian Ocean during Operation ATALANTA against piracy off the coast of Somalia.

He is a member of the Spanish Group of the International Society of Military Law and the Law of War, whose Board of Directors is currently a member.

Manuel Esteve Domingo

Manuel Esteve Domingo (Valencia, 1966). PhD. Telecommunications Engineer, Computer Engineer. University Professor (2001) of Telematics Engineering at the School of Telecommunications Engineers of the Polytechnic University of Valencia (UPV). Since 1994 Director of the Distributed Real Time Systems Research Group at UPV. Author of more than 250 publications always related to real time systems in the industrial, defense, emergency management, cybersecurity and cyberdefense fields.
Director of the UPV Master´s degree in Corporate Networks (21 editions) and UPV Master´s in Cyber Intelligence (2 editions).
Lead researcher of the European Commission funded projects for PASR (FP6), FP7 and H2020 programs. Lead researcher for European Defense Agency and National R & D Plan funded projects related to information systems for command and control, and cybersecurity.
Responsible for the development of the Army project Friendly Forces Tracking, SIMACET FFT, in operation as of 2008. Technical coordinator of the European project currently under development, SAURON (Scalable multidimensionAl sitUation awaReness solution for protectiNg european ports), for the protection of critical infrastructures against hybrid attacks.  
He has been responsible for the CyCOP Project (Cyber ​​Common Operational Picture), funded by the Directorate-General for Armament and Material (DGAM) within the COINCIDENTE (Cooperation in Scientific Research and Development in Strategic Technologies) program of 2014, and developed in collaboration with the ESP Joint Cyber Command.

Luis Fernández Delgado holds a Bachelor's degree in Information Sciences, a branch of Journalism, from the CEU San Pablo University. Likewise, he co-directs the Securmática Organization team, the global cybersecurity, information security and privacy congress, which for the last twenty-eight years has been the most specialized event in the field in the Spanish language, and more recently Espacio TiSEC, SIC Responses, SIC Trends and Identi :: SIC.

Holding an university degree in Business Studies and Law, Ramsés Gallego has a career of more than 20 years in the areas of IT Governance and Risk Management. He is currently an Strategist & Evangelist for the CTO office in Symantec, where he defines and executes the company's vision and strategy in the area of Security. He recently had a similar role in Dell Security for 5 years, CA Technologies for 8 years and was Regional Manager of SurfControl, in both cases with responsibility in Spain and Portugal. Ramsés was the General Manager of Entelgy Catalunya and Chief Strategy Officer of his security practice and has participated in the CISM and CGEIT Certification Committee of ISACA for several years. He has been President of the Conference ISRM (Information Security & Risk Management) for everyone with events in Las Vegas, Amsterdam, Vienna and Barcelona.

Possessing several certifications that provide a combination of high value, CISM (Certified Information Security Manager), CGEIT (Certified in the Governance of the Enterprise IT) and CISSP (Certified Information Systems Security Professional), he has also obtained one of the first certifications in Spain of security knowledge in the cloud, CCSK (Certificate of Cloud Security Knowledge). Ramsés is also accredited in good management practices such as ITIL and COBIT Foundations, holds the project management certification from Stanford University (SCPM, Stanford Certified Project Manager) and he is a certified Six Sigma Black Belt professional.

Recognized international speaker, he has visited more than 25 different countries in the last 12 months evangelizing around the disciplines Cloud, IT Government, Cybersecurity, and Privacy. He has received the John Kuyers Award as 'Best Speaker' of ISACA and similar awards on four continents. He was named 'Privacy by Design' Ambassador by the Government of Ontario, Canada, four years ago. He has the privilege of having served as International Vice President on the Board of Directors of ISACA for 3 years, which is the maximum allowed by the laws of the Association. Ramses has had the US flag flown in his honor at The Capitol, in Washington DC. He is Executive VP of the Quantum World Association and lives in Barcelona with his wife and this two loved children.

Colonel, Defence Policy General Secretary

He is Colonel of the Air Force, Diploma of General Staff and Master in Terrorism and Counterterrorism by the University of La Rioja.

He has been a professor at the Department of Strategy and International Relations of the Higher School of the Armed Forces, at CESEDEN, and head of the Cooperation Section of the Joint Staff of the ESP Cyberdefence Joint Command.

He is currently the head of the Geopolitical Analysis Area of ​​the Division of Security and Defense Studies and Coordination of the General Secretariat of Defense Policy (SEGENPOL), where he was already assigned between 2011 and 2014.

As a paratrooper instructor, he has made 624 skydiving jumps, almost all of them manually opening and as a member of the Acrobatic Parachute Patrol of the Air Force and the national parachuting team. He is also a flight professor and transport pilot with around 4000 flight hours. His last flight destination was as head of 353 Squadron of Ala 35 in Getafe, flying CASA C-295.

His main research topics have to do with China and the Far East, Energy and Environment, and Cybersecurity.

He has participated in four international missions, two related to operations in the Former Yugoslavia, and one in Afghanistan and one in Senegal as head of the Air Force detachment in Operation Barkhane.

He speaks English, French and Italian and is the author of more than a hundred articles and book entries.

He is married and the father of two children.

Carlos Gómez López de Medina
Major General. Commander of ESP Joint Cyber Command (MCCD)

Maj. Gen. Carlos Gómez López de Medina is commander of the Joint Cyber Command from inception (July 13) to date.

Spanish Air Force Academy Graduate, class of '81.

As a Lieutenant, he served at the Royal Guards Regiment, in his Majesties' residence.

As a telecommunications specialist, he has served in technical posts both in the Spanish Air Force and in NATO.

He served as Commander of the Air Force's Signals Group prior to being appointed as aide-de-camp to His Majesty King Juan Carlos I.

For the better part of his career as an Officer he was involved in the planning, implementation, operation and maintenance of the different Command and Control systems of the Spanish Air Force.

As a full colonel he was assigned to the Air Force Staff and Later as the Chief of the Control and Reporting Center (CRC) at Torrejón AFB.

He was promoted to Brigadier General in July 2011 and posted to the Logistics Support Command (Weapon System Directorate).

He was promoted to Major General in July 2014.

He is graduated from the Air Force C2 Technical School, the Air Force War College and the High Studies National Defence Centre (CESEDEN).

He is in possession of several national and international civilian and military awards and decorations.

Major Jorge González López belongs to the 130th class of the Officers' Scale of the Marine Corps.

He has held positions in the Marine Infantry Brigade, the Staff of the Naval Action Group 2 and the Navy Staff.

He has attended the Staff course, CCDCOE (Tallinn) cyber defense courses at operational level and the Advanced Cyber Defense Course.

He is currently assigned to the ESP Joint Cyber Defense Command (MCCD), in the plans section of the Staff.

Alberto Hernandez Moreno
Director of the Spanish National Cybersecurity Institute (INCIBE)

Mr. Alberto HERNÁNDEZ, Chief Executive Officer (CEO) of INCIBE, holds a degree in Telecommunications Engineering from the Higher Technical School of Telecommunications Engineering of the Polytechnic University of Madrid and has the certification of Security Director appointed by the Ministry of Home Affairs.

He held the position of Chief Operating Officer (COO) at INCIBE from February 2014 to October 2016.

As COO he was responsible for the implementation of support services, technologies and activities for industry, R&D&I and talent at INCIBE during this period. As an international expert, he has participated in the missions of the Organization of American States (OAS) aimed at developing national cybersecurity strategies in several Latin American countries.

Before joining INCIBE he worked as the Head of Cyber-Defence at ISDEFE and was a member of the team responsible for the design and implementation of the Joint Cyber-Defence Command of the Spanish Armed Forces.

Carlos Herrero Santos
Lieutenant-Colonel. Head of Simulation Group of ESP Joint Cyber Command (MCCD)

Carlos Herrero Santos is a Telecommunications Engineer from the Polytechnic University of Madrid (UPM) since 1997 and Armaments Engineer by the Polytechnic School of the Army since 2005, where he is an associated professor.

He has a Master´s degree on Information Systems for Security and Defense from the UPM since 2008. He has also attended several courses related to the management of procurement programs, information technology, cybersecurity and teaching in virtual learning environments.

He has taken part, along with other authors, as a coordinator in the preparation of the book "Introduction to Information Systems for Military Command and Control", published by the Ministry of Defense through the Head of Information Systems of the Army in 2010.

He is currently Lieutenant Colonel of the Army Engineers Corps and he is assigned to the ESP Joint Cyber Command (MCCD) as Head of the Simulation Group.

Fernando Jiménez Castro
Lieutenant Colonel, Operations Branch ESP Joint Cyber Command (MCCD)

Mr. Fernando JIMENEZ is currently responsible for the COS of the unclassified networks of the Ministry of Defense, which is located in the facilities of the Joint Cyber ​​Defense Command at the Retamares Base in Pozuelo de Alarcón (Madrid).

As COS is included in the Defense Group of the Joint Cyber ​​Defense Command, he has participated in several cyber exercises as a member of the defense team, which is known in jargon as BLUE TEAM.

Before joining the MCCD in 2015, Mr. Fernando JIMENEZ was in charge of database administration and replication systems in the Management Center of the Air Force from 1996 to 2003, and then he was assigned from 2003 to 2015 to the Department of Databases at the Corporate Center of Exploitation and Support (CCEA) at  the current CESTIC.

Mr. JIMENEZ graduated from the Faculty of Computing of the Polytechnic University of Madrid in 1996 and he obtained a Master's degree in Cybersecurity from the Carlos III University of Madrid in 2016.

Mr. JIMENEZ lives in Madrid with his wife and two daughters.

Kah-­Kin Ho
Senior Director for EMEA Public Sector of FireEye

Kah-Kin Ho joined FireEye in April 2016 as Senior Director for EMEA Public Sector of FireEye. In this role, Kah-Kin is responsible for the development of FireEye's EMEA Public Sector strategy to help government customers improve their cyber security maturity. He also provides thought leadership on strategic cyber security issues such as global power balance, international law, public-private partnership, etc.

Prior to this, Kah-Kin had been with Cisco for 20 years in various leadership positions and in his role as the Head of Strategic Security, a position he had held since January 2014, he played a key role in developing and shaping Cisco's strategic positioning in security that aligns with customer requirements. He has also served in the Advisory group of EUROPOL European Cyber Crime Center (EC3) and taught Cyber Security Strategy and Policy at ETH Zürich.

His other passion is in Counter Terrorism where he spent 18 months starting 2009 on counter terrorism research with a focus on mitigating impact of terrorist incidents. Current interest areas are in radicalization and intelligence failure.

Prior to this, Kah-Kin was a Solution Architect in the Global Government Solutions Group working on large Defense programs in Asia Pacific and Europe. In addition, Kah-Kin has spent 4 years working with Defense System Integrators to jointly develop communications solution for the Tactical Battlefield. Kah-Kin has also filed 2 US Patents on IP Networking protocols.

Kah-Kin graduated with honors from the State University of New York at Buffalo with Bachelor and Master of Science degrees in Electrical Engineering and Bachelor of Arts degree in Psychology. He also has a Master's degree in Security Policy and Crisis Management from ETH Zürich.

Salvador Llopis Sánchez
Major. European Defence Agency (EDA)

Major Salvador LLOPIS currently serves as Project Officer Cyber Defence Technology at the European Defence Agency (EDA) in Brussels. He graduated from the Spanish Army Officers’ Military Academy as Signal Officer with the LIV academic course. He is a member of the 181st class of the Army Engineers Branch.

Prior to joining EDA, he served as a Lieutenant in the 21st Signal Regiment and as a Captain in the Army Special Operations Command. He has worked as a Staff Officer at the NATO Rapid Deployment Corps within the Communications and Information Systems Division in Valencia; Telecommunications, Information Systems and Technical Support Staff at Army Headquarters and most recently, as a Plans & Operations Officer at the Spanish Cyber Command of the Defence Staff. He graduated from the Spanish Joint Command and Staff College in Madrid and he holds a Diploma in Signals.

Brian Long
Doctrine Senior Analyst US CYBER COMMAND

Mr. Long is a Senior Doctrine Analyst at U.S. Cyber Command where he is responsible for developing doctrine for military operations in cyberspace. He applies technical education and experience with in depth study of military operations concepts to ensure effective communication and solve problems.

Javier López de Turiso Sánchez
Colonel. Chief of Staff, ESP Joint Cyber Command (MCCD)

Born in Madrid in 1963, Colonel Javier López de Turiso y Sánchez is the Chief of Staff of the ESP Joint Cyber Command.

He joined the Air Force in 1982 during the XXXIX Promotion and in 1987 he was commissioned Lieutenant with honors ranked No. 1 on the Troops and Services Scale of his promotion.

Previous assignments: Royal Guard; Crisis Direction of the Government Presidency; CGEA Security Group; Air Intelligence Center (C.I.A.); Signal Group of the Air Force; Head of Technical Services and Information and Communications Systems; Management Information Center; Directorate of Cyber Defense of the Air Force. 

Courses: He holds several military titles, courses and specializations: AF Communication Systems and Cypher; AF Information Systems; INFOSEC; Electronic Warfare; Joint Communications and Information Systems; several courses on CIS Security and Digital Forensics.

He also attended the Air Command and Staff Course (ACSC) in the United States and the Staff Course in Spain.

Civilian Certifications: Master´s Degree in Communications and Information Systems Security from the University Alfonso X El Sabio (Madrid).

Publications: He has published several articles in Reports and Monographs in the National Defense Centre for High Studies and in the Aeronautic and Astronautic Magazine.

Professorship: He has participated as speaker at Alfredo Kindelán and ISDEFE professorship working group.

Symposiums, seminars and conferences: He has participated in a wide amount of national and international conferences, seminars, and symposiums. He has taken part as speaker at the Higher National Defense Studies Center, Air Warfare Center, Polytechnic University of Madrid (UPM), University Institute General Gutiérrez Mellado, at the NATO Cooperative Cyber Defense Centre of Excellence (CCDCOE) and at the Cyber Defense Symposium on 2016 by the Spanish Joint Cyber Command.

Jorge López Hernández-Ardieta
Head of Technological Innovation in Cybersecurity .  Minsait by Indra.

A B.Sc. and M.Sc. in Computer Engineering from the University Autonoma of Madrid, and a Ph.D. in Computer Science from the University Carlos III of Madrid. With 15 years of experience in cybersecurity and information security, throughout his professional career he has played different roles in the academic and industrial sectors. In recent years he has led the research group in cybersecurity at Indra, currently leading the area of innovation in cybersecurity technologies at Minsait (a special business unit in Indra). Among other products, he has been responsible for leading the conceptualization and R + D of Cyber Range at Indra for 5 years.

He is also a researcher and teacher with extensive experience. He is a Part Time Professor and affiliated researcher collaborating with the Computer Security Lab. Of UC3M, where he teaches in cryptography and cybersecurity. He has been the Director of the Indra Master´s in Cybersecurity in U-tad for three years.

Actively participates in multiple standardization and consulting activities at the international level, and represents Indra in forums and national and international events of relevance in the sector. Author of more than 40 articles and scientific publications, he has given nearly 50 papers at national and international conferences.

Cybersecurity expert

Oscar Maqueda has been in the world of information technology for more than 25 years most often associated with security issues. He began his professional career in the Ministry of Education where he spent 10 years, then, he leaps into private enterprise working for companies such as Vodafone, Colt Telecom, and Microsoft  He holds a dedree in Statistics and is currently finishing his studies in Business Administration and Management. He also holds a Master´s degree in Analysis of Digital Evidence and Fight against Cybercrime from the UAM. He is stll connected with the academic instruction within SAPROMIL program and in the Forensic Science and Security Institute together with CNEC at the UAM . He is also a professor in the Master on Cybersecurity at the School of Industrial Organization.

Oscar has worked as a volunteer in REMER (Emergency Radio Network) for many years and currently performs volunteer work as a Health Emergency Technician at the Spanish Red Cross. He is part of the Emergency Response Unit of the above mentioned organization within the IT / Telco Team for deployments in major catastrophes. He has been a speaker at the Spanish Society of Emergency Medicine on issues related to Health Emergencies and Technology.

Oscar holds the Merit Cross of the Civil Guard for his collaboration with the last mentioned corps.

D. Francisco MARÍN is Lieutenant Colonel of Cavalry and is currently assigned to the Operations group of the ESP Joint Cyber Defense Command, being responsible for the area of cyberthreatment analysis.

Before joining the ESP Joint Cyber MCCD, he was assigned to NATO posts (Land Component Madrid and Allied Command Operations (SHAPE)) and in the Army Staff.

Vicente Martín

He holds a degree in Marketing from the School of Marketing and Business. He lado holds a diploma in Computer Applications Development.

In April 2017, he started working with Panda Security as Presales Director, with the main objective of consolidating the Panda positioning on the market as a tecnological leader in the bussiness of security solutions in the cloud.

Martín has a solid career path in commercial management of IT solutions in the cybersecurity sector and technological companies. With extensive experience in the Cybersecurity area, Martin was previously Managing Director at SMILE and Product Manager of Cybersecurity at PROSEGUR.

Mónica Mateos Calle

Signal Major Mónica Mateos belongs to the 180th class of the Army Engineers Branch and to the LII class of the Army Military Academy.

She has been assigned to the 21st Signal Regiment, RBA Program Office, 22nd Strategic Signal  Regiment, Joint Military Telecommunications System, SEGINFOSIT Section of the  Telecommunications, Information Systems and Technical Support Staff at Army Headquarters, and  J6 of SHAPE Headquarters.

Currently, Vicente Moret is civil servant at the Spanish Congress, as member of the Parliament Legal Advisors service. He is the Economical Affairs Director and Infrastructures Director of the Congress. Likewise, He acts as the Legal Advisor for the Joint Committee of National Security, and Permanent Secretary of the Spanish Delegation to the Council of Europe Parliamentary Assembly.

He has held various positions in the Congress and the Senate, also being part of the Senior Executive Service of State Administration. He graduated in law from the University of Valencia.

Julia Alicia Olmo y Romero
Ambassador in Special Mission for Hybrid Threat and Cybersecurity

Mrs. Julia Alicia Olmo y Romero is Ambassador at Large for Hybrid Threats and Cybersecurity, since last March, attached to the General Directorate for Foreign Policy and Security, at the Secretary of State for Foreign Affairs (MAEC).

Her mission is to contribute to enhancing and strengthening the Spanish presence in fora,  conferences and international and regional organisations  where Spain in participating  and where hybrid threats and cyber security are part of their agenda - paying special attention to the EU -  and to participate in international initiatives,  relying on the coordination of the several national agents involved. She represents the Ministry of Foreign Affairs and Cooperation in the Cybersecurity National Council.

Previously she was Ambassador of Spain in Angola  ( 2012-2017), Director of Cooperation with Latin America and the Caribean, in the Spanish Agency for International Cooperation and Development (AECID) ( 2009 – 2012), and Spanish Ambassador in the Republic of Ghana and the Republic of Togo ( 2007- 2009). She has been also posted to the Spanish embassies in Mexico, Colombia and Uruguay ; to the General Directorate for Foreign Service, to the Diplomatic Information Office and to the State Secretariat for International Cooperation and Iberoamerica ( MAEC) .

Mrs. Olmo entered the Diplomatic Service in 1989 and holds a degree in Political Science and Sociology  from the Complutense University of Madrid.

Mrs. Olmo is currently living in Madrid with her husband and her two sons.

With more than 20 years of professional experience, he works in Isdefe since 2001, currently as Security Manager of the Defence and Security Division. He develops his work mainly in the Ministry of Defence, supporting organizations such as the Cyber Defence Joint Command, and in the Ministry of the Interior, working with the National Center for Critical Infrastructure Protection (CNPIC) or the Service for Technological Innovation and Information Security of the Civil Guard. As part of those collaborations, he attends regularly several security committees and working groups, both national and international.

He holds a Telecommunication Engineering Msc. from the Polytechnic University of Madrid. Among his postgraduate degrees are included an Advanced Studies Diploma in Computer Engineering from the Pontifical University of Salamanca and a Management Development Program from ESADE Business School. He also holds several professional certifications such as CISA, CGEIT, CRISC, PMP or ITIL Expert, among others.

He is coauthor of several books and scientific papers on security and cyber defense, and a regular speaker at courses, seminars and conferences on cyber security and critical infrastructure protection.

Vicente Pastor Pérez
Head, Service Delivery Management Branch, NATO Communications and Information Agency. Founder member of NCIRC, NATO Computer Incident Response Capability.

Vicente Pastor is one of the founder member of NCIRC, the NATO Computer Incident Response Capability, where he was working for more than eleven years from 2005. Vicente held positions of increased responsibility in NCIRC becoming one of its most senior members.

Currently, after one and a half years in a position of importance for the ITC Governance at NATO Communications and Information Agency as Service Delivery and Project Management Branch Head, Vicente Pastor gets onboard a new project, in a few days, at Allied Command Operations (ACO) joining its Cyber Division to work among others in building the new Cyber Operations Centre (CyOC), Cyber Threats Intelligence, Threats Information Sharing and Cyber Defence Situational Awareness.

Previously, Vicente has held other positions with responsibility in ITC Service Management in NATO as a NATO International Civilian, and he has also served as professional soldier during more than 20 years in both the Spanish Army and the Spanish Air Force.

He holds a Computer Science Engineer Master's degree at UNED and the Advanced University Studies Diploma. He graduated from the NATO-wide Executive Development Programme (NEDP) in 2012 becoming part of the alumni. Vicente has several postgraduate diplomas from which we can highlight Expert in Information Security and Computer Networks at UNED, Expert in Direction and Management of Information and related Technologies at Universidad de Alcalá and Professional Expert in IT Service Management using of ITIL and ISO 20000 at UNED. Currently, he is working on a PhD Thesis related to multi-agent systems and their applications in the cyberdefence field, to improve its centralized management and the situational awareness.

Regarding certifications, Vicente is, among others, Certified Information Systems Security Professional (CISSP), GIAC Certified Forensic Analyst (GCFA) and GIAC Certified Incident Handler (GCIH). He is also ISMS Auditor, ISMS Specialist Implementor and Information Security Expert at AENOR. Among other bodies, Vicente is a member of the IEEE, the Computer Society, ISOC and the professional association of computer science engineers in Madrid.

Carlos Pérez González

Carlos Pérez González is co-founder and partner of iHackLabs. As a professional pentester highly involved with his work, always staying active and updated with the latest industry trends and safety certifications he moved his tax residence to the UK to develop his career at NCC Group.

Spanish Army Lieutenant Colonel. Artillery Branch. Head of the Cyber Forensics laboratory of the MCCD. In addition to directing and coordinating research teams in the missions entrusted to them, he works as a forensic analyst in operating systems and reverse malware engineering.

Other previous destinations related to ITC security include lecturer at the Spanish War College Departament of Intelligence and Security, Digital Forensic Analyst at the NATO HQ in Sarajevo, Head of the Security Operations Unit of the Corporate Center for Exploitation and Support (Centro Corporativo de Explotación y Apoyo (CCEA)) and Head of the Forensics and Incident Response Unit of the Ministry of Defence Security Operations Center (COSDEF).

He is a graduate in Computer Military Science by the Spanish Army and a Master degree in Military IT Security by UPM. Cybersecurity expert

Partner of iHackLabs, a cybersecurity company specialized in industrial cybersecurity, empowerment, training and simulation.

From 2013 to October 2016, he was General Director of the National Institute of Cybersecurity (INCIBE), a center designated by the Government of Spain to provide not only cybersecurity services to citizens and businesses but also  development of talent and improvement of the cybersecurity industry.

Miguel is a collaborator of the Organization of American States. He Has  participated in the definition of national cybersecurity strategies in Peru, Paraguay and the Dominican Republic. Miguel contributed to the definition of the National Cybersecurity Plan of Spain.

He is a regular collaborator in masters, media and national and international cybersecurity forums, and has been co-director and founder of the Master on management of Cybersecurity at the School of Telecommunication Engineers of the Polytechnic University of Madrid.

Prior to joining INCIBE, he held positions of responsibility in the firms EY and Deloitte, and in the telecommunication company ONO. Previously, he occupied destinations related to the management of information systems and cybersecurity in the Navy and the Ministry of Defense.

Miguel is Lieutenant Colonel of the Navy's Quartermaster Corps and has different postgraduate and certifications related to the administration and management of ICTs and cybersecurity.

Ms Margarita ROBLES CARRILLO is Professor of Public International Law and International Relations at the University of Granada and Master in European and International Comparative Legal Studies by the European University Institute.

Ms. ROBLES is professor and Coordinator of the Master in Cybersecurity of the University of Granada. She is also a professor in the Master in Public International Law and International Relations and in the Master in Labour Advisory, Tax and Business Law at the University of Granada.

Ms. Robles is a founding member of UcyS Group, University of Granada Cybersecurity Group, and currently member of the organizing Committee of the II National Conference on Cybersecurity Research, organized by INCIBE and the University of Granada. She is also Director of the II International Congress of Military Studies.

She has been Director of the University of Granada-MADOC Joint Center (2013-2015), Director of the I International Congress of Military Studies (2014) and Director of the International Conference on Afghanistan: Lessons learned and future trends (2015).

Her publications on military subjects include a monograph and several articles on European cooperation on security and defense, two monographs on gender and armed conflict and several publications on cyber-law and cybersecurity concerning the legal regulation of cyberspace, the governance of cybersecurity, the threat and use of force through cyberspace, the ICANN and NIS Directive.

He is a Lieutenant Colonel of the Guardia Civil, holds a High Degree in Military General Staff Course. He has completed numerous official courses of the Guardia Civil and other institutions, participating in several international missions with the European Union and the United Nations Organization. He has accredited several Masters and Higher Courses and has the certificate of Security Management recognized. He has been awarded with several distinctions. Speaks four languages: English, French, Italian and Portuguese.

He has over 25 years of professional experience in the security field. Prior to his current position, he worked for several years in the General Staff of the General Directorate of the Guardia Civil.

More recently, he has led the working group in charge of drafting the Spanish regulation on critical infrastructure protection (Law 8/2011, Royal Decree 704/2011 and its derived plans), and has been part of the drafting committee of the National Cybersecurity Strategy approved in December 2013. In the same way, he has participated as a Spanish representative in the discussions within the European Commission for the drafting of Directive 114/2008 on the protection of European Critical Infrastructures.

He is a member of the Spanish National Committee for Critical Infrastructure Protection, he is also the National Contact Point of the Spanish State with the European Union in the field of critical infrastructure protection and participates regularly in various national and international working groups in this field.

He is co-author of the books "Marco Legal y de Gestión de la Protección de las Infraestructuras Críticas en España" (2013) and "Seguridad nacional, amenazas y respuestas" (2014). Moreover, he is also the author of several publications and articles related to the field of his expertise. He actively collaborates as invited lecturer with different courses and master's degrees related to defence and security, organized by universities and academic institutes, and frequently participate as speaker in conferences and seminars, both national and international.
