Mónica Mateos Calle
Major. Head of Technology Group of ESP Joint Cyber Command (MCCD)

Signal Major Mónica Mateos belongs to the 180th class of the Army Engineers Branch and to the LII class of the Army Military Academy.

She has been assigned to the 21st Signal Regiment, RBA Program Office, 22nd Strategic Signal  Regiment, Joint Military Telecommunications System, SEGINFOSIT Section of the  Telecommunications, Information Systems and Technical Support Staff at Army Headquarters, and  J6 of SHAPE Headquarters.

She holds a diploma in Signals and Computer Science.

She is currently assigned to the ESP Joint Cyber Defense Command (MCCD), where she is the Head of the Technology Group.

Manuel Esteve Domingo
Professor at the School of Telecommunication Engineers. Polytechnic University of Valencia (UPV)

Manuel Esteve Domingo (Valencia, 1966). PhD. Telecommunications Engineer, Computer Engineer. University Professor (2001) of Telematics Engineering at the School of Telecommunications Engineers of the Polytechnic University of Valencia (UPV). Since 1994 Director of the Distributed Real Time Systems Research Group at UPV. Author of more than 250 publications always related to real time systems in the industrial, defense, emergency management, cybersecurity and cyberdefense fields.
Director of the UPV Master´s degree in Corporate Networks (21 editions) and UPV Master´s in Cyber Intelligence (2 editions).
Lead researcher of the European Commission funded projects for PASR (FP6), FP7 and H2020 programs. Lead researcher for European Defense Agency and National R & D Plan funded projects related to information systems for command and control, and cybersecurity.
Responsible for the development of the Army project Friendly Forces Tracking, SIMACET FFT, in operation as of 2008. Technical coordinator of the European project currently under development, SAURON (Scalable multidimensionAl sitUation awaReness solution for protectiNg european ports), for the protection of critical infrastructures against hybrid attacks.  
He has been responsible for the CyCOP Project (Cyber ​​Common Operational Picture), funded by the Directorate-General for Armament and Material (DGAM) within the COINCIDENTE (Cooperation in Scientific Research and Development in Strategic Technologies) program of 2014, and developed in collaboration with the ESP Joint Cyber Command.

Jorge González López
Major (Marine Corps). Staff, ESP Joint Cyber Command (MCCD)

Major Jorge González López belongs to the 130th class of the Officers' Scale of the Marine Corps.

He has held positions in the Marine Infantry Brigade, the Staff of the Naval Action Group 2 and the Navy Staff.

He has attended the Staff course, CCDCOE (Tallinn) cyber defense courses at operational level and the Advanced Cyber Defense Course.

He is currently assigned to the ESP Joint Cyber Defense Command (MCCD), in the plans section of the Staff.

Salvador Llopis Sánchez
Major. European Defence Agency (EDA)

Major Salvador LLOPIS currently serves as Project Officer Cyber Defence Technology at the European Defence Agency (EDA) in Brussels. He graduated from the Spanish Army Officers’ Military Academy as Signal Officer with the LIV academic course. He is a member of the 181st class of the Army Engineers Branch.

Prior to joining EDA, he served as a Lieutenant in the 21st Signal Regiment and as a Captain in the Army Special Operations Command. He has worked as a Staff Officer at the NATO Rapid Deployment Corps within the Communications and Information Systems Division in Valencia; Telecommunications, Information Systems and Technical Support Staff at Army Headquarters and most recently, as a Plans & Operations Officer at the Spanish Cyber Command of the Defence Staff. He graduated from the Spanish Joint Command and Staff College in Madrid and he holds a Diploma in Signals.

Vicente Pastor Pérez
Head, Service Delivery Management Branch, NATO Communications and Information Agency. Founder member of NCIRC, NATO Computer Incident Response Capability.

Vicente Pastor is one of the founder member of NCIRC, the NATO Computer Incident Response Capability, where he was working for more than eleven years from 2005. Vicente held positions of increased responsibility in NCIRC becoming one of its most senior members.

Currently, after one and a half years in a position of importance for the ITC Governance at NATO Communications and Information Agency as Service Delivery and Project Management Branch Head, Vicente Pastor gets onboard a new project, in a few days, at Allied Command Operations (ACO) joining its Cyber Division to work among others in building the new Cyber Operations Centre (CyOC), Cyber Threats Intelligence, Threats Information Sharing and Cyber Defence Situational Awareness.

Previously, Vicente has held other positions with responsibility in ITC Service Management in NATO as a NATO International Civilian, and he has also served as professional soldier during more than 20 years in both the Spanish Army and the Spanish Air Force.

He holds a Computer Science Engineer Master's degree at UNED and the Advanced University Studies Diploma. He graduated from the NATO-wide Executive Development Programme (NEDP) in 2012 becoming part of the alumni. Vicente has several postgraduate diplomas from which we can highlight Expert in Information Security and Computer Networks at UNED, Expert in Direction and Management of Information and related Technologies at Universidad de Alcalá and Professional Expert in IT Service Management using of ITIL and ISO 20000 at UNED. Currently, he is working on a PhD Thesis related to multi-agent systems and their applications in the cyberdefence field, to improve its centralized management and the situational awareness.

Regarding certifications, Vicente is, among others, Certified Information Systems Security Professional (CISSP), GIAC Certified Forensic Analyst (GCFA) and GIAC Certified Incident Handler (GCIH). He is also ISMS Auditor, ISMS Specialist Implementor and Information Security Expert at AENOR. Among other bodies, Vicente is a member of the IEEE, the Computer Society, ISOC and the professional association of computer science engineers in Madrid.

En la actualidad, se está procediendo a la actualización y mejora, tanto de los Nodos de Pequeña Unidad como de los correspondientes a Gran Unidad, en toda su composición (estaciones de trabajo y servidores) del SIMACET. ¿Dicho sistema se encuentra sujeto a sistemas de salvaguarda en el ámbito de Ciberdefensa de los explicados en estos días?
Muchas gracias por la pregunta. No cae dentro de mi conocimiento directo, pero supongo que sí, como cualquier sistema conectado o que forma parte de las redes del Ministerio de Defensa. Precisamente, nuestra aplicación CyCOP está especialmente orientada a la protección de los sistemas de información para mando y control, como es el caso de SIMACET. Saludos cordiales.

Al hilo de las posibilidades del SIMACET en el ámbito, tanto de la Defensa Aérea, como de la Gestión del Espacio Aéreo y pensando en la integración de las Unidades de Defensa Aérea dentro del Sistema de Defensa Aérea, ¿qué posibilidades reales propone dicho SIMACET en lo concerniente a ciberdefensa?
Muchas gracias por la pregunta, pero no la entiendo bien. ¿Se refiere tal vez a CyCOP, no a SIMACET? SIMACET es el Sistema de Mando y Control del ET. CyCOP está especialmente orientado a la defensa de los sistemas de información para mando y control de los tres Ejércitos, lo que incluiría desde luego al Sistema de Defensa Aérea. Saludos cordiales.
